On Noon a product's price and delivery option change with the country the request comes from; on Amazon.ae so do the stock and the shipping box. The local results a user in Dubai sees on Google.ae are not the results seen from London or Istanbul, and the listings on Bayut and Property Finder open in another currency for a visitor from abroad. An exporter selling into the Gulf, or a team watching that market, can only see these pages the way a user there does if the request leaves from an IP address in the United Arab Emirates (UAE).

In this post we compare the five providers selling UAE IPs in 2026: Proxynet and four global brands. We looked at the UAE pool, emirate and city targeting, Etisalat and du lines, the pricing model and the traffic term. Rival figures come from the providers' own sites and are dated October 2026.

What is a UAE location proxy?

A UAE location proxy, or UAE proxy for short, is a proxy that sends your request out from an IP address in the United Arab Emirates. The target site sees you as a visitor connecting from the UAE and shows its price in dirhams, its language in Arabic or English, and its delivery and ads as a user in Dubai would get them. There are four types: residential, which exits through home connections; mobile, which exits through a carrier line; static ISP, which is registered to an access provider but hosted in a data center; and datacenter, which exits from a data center. We explained the difference between residential and datacenter in Residential vs Datacenter Proxy.

What is a UAE proxy used for?

  • E-commerce price and stock tracking: on Noon and Amazon.ae the price, the promotion and the delivery time change with the country and the emirate; with a UAE IP you record the page as the buyer in Dubai sees it.
  • Local search results: on Google.ae a query such as "AC repair Dubai" is built around the searcher's location.
  • Property market research: listing prices, rent levels and area statistics on Bayut and Property Finder are collected consistently from inside the UAE.
  • Ad verification: you see on the spot which publisher shows your campaign in the UAE, in which language and through which redirect chain.
  • Exporters entering the Gulf: a company selling from Türkiye or Europe into the UAE watches rival prices and the visibility of its own listings on Noon, Amazon.ae and Namshi from a UAE address.

VoIP and some communication services are regulated in the UAE and are offered only through licensed operators; a proxy does not change that framework, and what you do with a UAE IP stays bound by the rules of the target service and the country.

What to look for in a UAE proxy provider

  • Is the UAE breakdown published, and what does it count? The total pool does not tell you how many IPs there are in the UAE; one provider counts residential and mobile only, another adds up four products.
  • Emirate and city targeting. Rent levels in Dubai differ from Sharjah, delivery times in Abu Dhabi differ from Ajman; an exit bought at country level most likely comes from Dubai.
  • Etisalat and du lines. The target site sees which network an IP is registered to; does the provider name the operator, and does it let you pick the ASN?
  • The pricing model, the quota and the term. Is a subscription mandatory, does the balance you load expire after 30 or 60 days, at what volume does the entry price apply?
  • Buying and support. Paying by bank transfer as well as by card and explaining a problem in your own language save more time in practice than the price does.

The 5 best UAE proxy providers

1. Proxynet

Proxynet is the first address for a UAE proxy. The pool holds 68,308 UAE IPs and a breakdown across 12 cities covering all seven emirates; you pick the exit point in the panel, Dubai, Abu Dhabi, Sharjah, Ajman and Ras Al Khaimah first among them. Fixed-line and mobile exits come from the Etisalat (e&) and du networks, and you choose among more than 40 ASNs, AS5384 Etisalat and AS15802 du first among them. HTTP, HTTPS and SOCKS5 are supported.

The price depends on your account balance rather than a quantity commitment. Residential Proxy starts at 3.30 dollars per GB; mobile opens at 5.50 dollars per GB and a dedicated ISP IP at 1.80 dollars per month, and the tiers come down as the balance grows. ISP traffic is unmetered. There is no subscription and no term: the balance you load does not expire, it is valid on all four products and the proxies land in the panel the moment the order is complete. You pay by credit card or bank transfer.

Pros

  • 68,308 IPs in the UAE, 7 emirates and a 12-city breakdown
  • Etisalat (e&) and du lines, more than 40 ASNs
  • Free emirate, city and ASN targeting
  • The lowest residential entry price on the list
  • No subscription, no term, no expiring balance
  • Unmetered traffic on the static ISP product
  • Instant delivery, 24/7 support in Turkish and English

Cons

  • SOAX, IPRoyal and Webshare publish larger UAE IP figures
  • No free trial; you test with a small balance
  • No Arabic interface or Arabic support
  • Web Scraper API is currently arranged through the sales team

Who it is for: price tracking, local search, property research, ad verification and export teams watching the UAE market from abroad.

2. SOAX

Its UAE page publishes 554,040 IPs; the figure is the residential and mobile pool combined. Residential and mobile sell at the same rate, from 5 or 4 dollars per GB depending on the country tier; the UAE's tier is not published. Plans are monthly and credits expire after 60 days.

Pros

  • The largest residential plus mobile figure published for the UAE
  • Residential and mobile at the same rate
  • Region, city and carrier targeting

Cons

  • UAE price tier not published
  • Credits expire after 60 days, monthly plan required
  • No bank transfer, no Turkish support

Who it is for: teams that run mobile and residential from one budget with a steady monthly volume.

3. IPRoyal

Its UAE page publishes 233,737 IPs; the figure counts the whole network with no product split. Residential starts at 7 dollars per GB, the lowest tier is 1.75 dollars, and under standard terms traffic does not expire. City and state targeting are available, with no carrier or ASN selection.

Pros

  • Residential traffic does not expire, no monthly commitment
  • City and state targeting
  • The whole ISP product is dedicated

Cons

  • Residential entry price of 7 dollars per GB
  • No carrier or ASN selection
  • No bank transfer, no Turkish support

Who it is for: small teams working at an irregular pace that care most about traffic not expiring.

4. Webshare

Its UAE page publishes 212,583 IPs; the figure is the rotating residential, datacenter and ISP products combined. Residential starts at 7 dollars per month for 1 GB and comes down to 1.40 dollars per GB on large plans; unused traffic resets at the end of the month. City, state, ZIP and ASN targeting are available; there is no mobile product.

Pros

  • ASN and ZIP targeting
  • Low entry threshold on datacenter
  • Self-service panel

Cons

  • Monthly subscription, traffic resets after one month
  • No mobile product
  • No bank transfer, no Turkish support

Who it is for: datacenter-heavy work with a predictable monthly volume.

5. Bright Data

Its UAE page publishes 96,218 IPs; the figure counts every IP type in the country with no product split. The global residential pool is more than 400 million, the largest on the list; residential starts at 8 dollars per GB and the lowest list tier is 5 dollars. ISP and datacenter carry a fair-use limit of 100 GB per IP per month.

Pros

  • The largest global residential pool on the list
  • City, ZIP and ASN targeting
  • A broad Scraping API family

Cons

  • Residential entry price of 8 dollars per GB
  • 100 GB per IP per month quota on ISP and datacenter
  • No bank transfer, no Turkish support

Who it is for: enterprise teams working in dozens of countries at once that put pool breadth ahead of price.

Comparison tables

Figures come from the providers' own sites, October 2026. "—" marks information the provider does not publish or that we could not verify.

Bright Data96,218All IP types—

Each of the four global providers publishes a larger UAE figure than ours; there is nothing to hide in this table. The figures do not count the same thing: SOAX adds residential and mobile, Webshare three products, IPRoyal and Bright Data the whole network; all 68,308 of our IPs are registered to the Etisalat and du networks.

The static ISP column says whether the product exists; no provider, us included, publishes a UAE ISP IP count.

Entry prices are list prices, not promotions or coupons. The term column shows the real difference: at Proxynet the balance you load never expires and is valid on every product, at Webshare traffic resets at month end, at SOAX credits drop after 60 days.

Why Proxynet for a UAE proxy?

Free emirate and city targeting

All seven emirates and 12 cities can be selected in the panel; on residential the selection is free, and you do not buy an extra package to watch Dubai and Abu Dhabi separately. The pool's details are on the UAE proxy page.

Etisalat and du lines, more than 40 ASNs

The target site sees which autonomous system an IP belongs to and separates a request arriving with a record such as AS5384 Etisalat or AS15802 du from one arriving out of a hosting company's block. At Proxynet you choose the ASN when you build the endpoint.

No subscription, no term, no expiring balance

The balance you load is not wiped at month end, does not expire after 60 days and is not tied to one product. A team that collects UAE data around Ramadan promotions and White Friday and pauses in between does not pay for the idle months.

A static ISP product for long sessions

If you have to connect to a seller panel from the same address for weeks, rotation works against you. ISP Proxy is dedicated to one user, its traffic is unmetered and its price is per IP per month; the product is sold in more than 20 countries, so confirm UAE stock in the panel or with support before you order.

Bought and supported in your language

The panel is in Turkish and English, live chat and WhatsApp answer around the clock, and you pay by credit card or bank transfer.

Which UAE proxy for which job?

NeedTypePricing model
Prices, stock, search resultsResidentialPer GB
App and account workMobilePer GB
Seller panel, long sessionStatic ISPPer IP per month
High volume, unprotected catalogDatacenterPer IP per month

If you collect prices, stock and search results, residential is your starting point; on account work the carrier line matters and mobile takes over, and when you pull an unprotected catalog at high volume, datacenter brings the cost down.

Look at the distribution when you order. If the first three octets of your twenty UAE IPs are the same, they all sit in a single /24 block, and a target site usually applies a block to the whole range rather than to one address; ask for IPs from different blocks and, where possible, from both operators.

Then verify what arrives yourself: check on the first request whether the IP shows as UAE, which ASN it is registered to and what its latency is. We walked through the steps in How to Test a Proxy.

Frequently asked questions

Which is the best proxy provider for the UAE?

Proxynet. 68,308 UAE IPs, a breakdown across seven emirates and 12 cities, more than 40 ASNs from the Etisalat and du lines, the lowest residential entry price on the list and a balance that never expires come together only at Proxynet.

How do you get a UAE IP?

You load a balance into your Proxynet account, pick the product and the UAE as the country, and the proxy is delivered at once. Emirate, city and ASN preferences are set in the endpoint builder on the same screen.

How much do UAE proxies cost?

At Proxynet residential starts at 3.30 dollars per GB, mobile at 5.50 dollars per GB and a dedicated ISP IP at 1.80 dollars per month, and the rates come down as the balance grows. At the global providers the residential entry price runs between 7 and 8 dollars per GB.

Can I track Noon and Amazon.ae prices from the UAE?

Yes, watching the sites' public pages with a UAE IP is a common use. Keeping to the terms of use and robots.txt rules, keeping the request rate reasonable and not reaching login-only areas without authorization is on you.

Can I get an exit outside Dubai?

Yes. Twelve cities including Dubai, Abu Dhabi, Sharjah, Ajman and Ras Al Khaimah are selected in the panel, and on residential the selection is free. If you leave it at country level the exit most likely comes from Dubai.

Using a proxy is legal in itself; what sets the limit is what you do through it. VoIP and some communication services are regulated in the UAE, and the target site's terms and any personal data in what you collect are your responsibility.

Summary

What decides a UAE proxy is not the largest figure but what the figure counts, the emirate and operator breakdown, whether traffic expires and the terms the price comes with. The provider that offers those four together with Etisalat and du lines, free city and ASN selection, a balance that never expires and support in your language is Proxynet. All products are on the proxy services page.
